Dr. Maria Rosa “Bing” N. Carrion, MNSA, who hails from the heart-shaped island of Marinduque, is a celebrated author of 47 notable books over the last 27 years— titles now housed in select libraries across the globe. As the Founder and CEO of Seagull Philippines, Inc., a Total Communications Company registered with the SEC since 1996, she has always understood the power of the written word and strategic communication.

DG Bing’s commitment to service is deeply rooted in her heritage. Her maternal grandfather, Juan Morente Nieva, holds the distinction of being the first Governor of Marinduque. This legacy of leadership is matched by a historic Rotary connection: her granduncle, Gregorio Morente Nieva—Juan’s brother—was the first Filipino charter member of the Rotary Club of Manila, which was established 107 years ago. The spirit of public service continues to thrive within her own generation; her younger brother, Jose Antonio ‘Bong’ Nieva Carrion, served as the eleventh governor of Marinduque.
Her distinguished career began immediately following her graduation from Maryknoll College (now Miriam), when she served as the Protocol Director of the Philippine Pavilion during the historic Expo ‘70 in Osaka, Japan. In this high-stakes international arena, she managed delicate protocols for world leaders and dignitaries, including HRH Prince Charles (now HM King Charles III), Canadian Prime Minister Pierre Elliott Trudeau, and Queen Juliana of the Netherlands. She also personally attended to First Lady Imelda Marcos and her young children—including then-student Ferdinand “Bongbong” Marcos, Jr., now the President of the Philippines, and his sisters Imee and Irene.
This exceptional debut led her to San Miguel Corporation, where she was recruited by Chairman Andres Soriano, Jr. as a Public Relations Officer. Under the mentorship of the legendary PR guru Jose A. Carpio, she honed the strategic communication skills that would define her career. Her trajectory continued upward as the Marketing Director of The Peninsula Manila in 1976, and later as Assistant Vice President and the first Director of Corporate Communications for Coca-Cola Bottlers Philippines, Inc. in 1996. By 1999, she transitioned this vast expertise into her own venture, Seagull Philippines, Inc., where she began producing world-class coffee table books that capture the essence of Filipino heritage and leadership.

An Amazing Alumna Achiever (Triple A) of Maryknoll, she further distinguished herself by graduating with top honors with a Master in National Security Administration from the National Defense College of the Philippines. Today, she serves as the Mayor of her class and is an officer in the Philippine Army Reserve Force. In April 2025, her contributions to society were further recognized with an Honorary Doctorate in Education from the Bataan Peninsula State University.
DG Bing’s Rotary story began in September 2015 when she joined the Rotary Club of Manila 101 at the invitation of CP Tess Tumangan, with the distinct honor of being inducted by PRIP John Germ at the Cultural Center of the Philippines. A natural builder, she chartered the Rotary Club of Manila Supreme 198 on March 18, 2016, with 25 members and later the vibrant Rotary Club of Aseana Manila in 2017.
Her leadership was quickly recognized: she was given a Platinum Award as Great President (GP) under the late PDG Emmanuel “Loy” Cosico, and was also declared Valedictorian of the Rotary Leadership Institute (RLI) by RLI Director PDG Edgardo “Ed” Tumangan in 2018. Her commitment to RLI culminated in 2019 when she chaired the Nationwide RLI at Shangri-La Makati—an event lauded by PDG Frank Wargo as the best RLI held.

On October 18, 2016, DG Bing made history as the first Arch Klumph Society (AKS) Donor Member of District 3810. In April 2018, she was honored at the Rotary International Headquarters in Chicago. Invited to speak on “The Gift of Giving,” she received a resounding standing ovation from then RI President Ian H.S. Risely, Trustees, and Officers.

A seasoned internationalist, DG Bing attended the Rotary International Conventions in Atlanta, USA; Toronto, Canada; Hamburg, Germany; and Singapore. As the Senior Deputy Governor for District Publication in RY 2024-2025, her editorial expertise shone when she produced the District Induction Magazine. In January 2026, following her successful run for the governorship, she was affirmed by Rotary International at the International Assembly in Orlando, Florida, where she prepared for her role as District Governor for RY 2026-2027.
DG Bing’s life is defined by her advocacy for women’s and children’s rights. Among her numerous accolades, she most treasures being a TOFIL (The Outstanding Filipino Laureate) for Peace, a TOWNS (The Outstanding Women in the Nation’s Service) awardee, and one of the 100 Most Influential Global Filipinas by Filipina Women’s Network (FWN) based in San Francisco, USA. Her life’s purpose is beautifully encapsulated in her club’s flagship project: 5,000 Homes for 5,000 Families in 5 Years. This holistic, sustainable development program empowers families through education, dignity of work, and spiritual growth.
Service runs in the family. Her late husband, Ariston Magno Cebrero, was a dedicated member of the Rotary Club of Makati West, and their children, Aris and Aryssa Maria, continue the legacy as members of the Rotary Club of Manila Supreme 198. While her professional and civic achievements are vast, DG Bing finds her greatest joy in her role as a grandmother to her four beloved grandsons.
DG Bing remains steadfast in her belief that uplifting the needy with dignity every single day is not just a duty, but her life’s true purpose.
